Rethinking Transnational Education in Bangladesh: Policy, Practice, and Impact (Tentative)

Transnational Education (TNE) in the higher education context is commonly defined as the delivery of educational degrees in a country or territory other than that in which the awarding institution is based. A closely related concept is Cross-Border Higher Education (CBHE), as defined in Article 1 of UNESCO’s Global Convention on the Recognition of Qualifications Concerning Higher Education. CBHE represents a broader conceptual framework encompassing “all modes of educational delivery involving the movement of people, knowledge, programmes, providers, and curricula across States Parties’ borders.” Typical manifestations of CBHE include international joint-degree programmes, offshore education, transnational education, and borderless higher education initiatives.
